Bridging the Digital Divide in West Philadelphia

In today’s world, access to technology is access to opportunity. Yet too many families in West Philadelphia face barriers to reliable internet, affordable devices, and digital literacy support. That’s why a powerful coalition—including the Community College of Philadelphia (CCP), Wilco, PCs for People, and University Place Associates—has come together to change that reality.


Through a $2.9 million grant from the National Telecommunications and Information Administration (NTIA), this partnership is delivering a transformative digital equity program for West Philadelphia. The initiative is built on one bold promise: every household deserves the tools to learn, work, and thrive in a digital age.


What the Program Delivers

This effort goes beyond connectivity—it’s about empowerment. Eligible residents across Haddington, Walnut Hill, Haverford North, West Powelton, and University City now have access to:

  • Free high-speed internet for two years, powered by new 5G antenna towers across West Philadelphia.

  • Free or low-cost laptops and modems, ensuring every family has reliable devices.

  • Digital literacy training, equipping residents with the skills to use technology confidently for education, careers, and community life.

  • Workforce development opportunities, training local students and young adults in broadband and electrical careers, with pathways to job placements and advanced training programs.


A Model of Partnership with Purpose

This program is a pioneering model of what’s possible when anchor institutions, local businesses, nonprofits, and government leaders work together. By combining CCP’s leadership in education, Wilco’s broadband expertise, PCs for People’s digital equity mission, and University Place’s commitment to community-focused development, the initiative is creating lasting impact at both the household and neighborhood level.

It’s not just about providing internet—it’s about leveling the playing field. Families can connect to healthcare resources. Students can access online learning without barriers. Jobseekers can pursue remote opportunities. Seniors can stay connected to loved ones and vital services.


University Place’s Role in Building Access

At University Place, we’ve always believed our buildings must do more than provide space—they must serve as platforms for equity and innovation. Hosting one of the program’s new 5G antenna towers at 3.0 University Place is part of that mission. By opening our campus to this initiative, we’re ensuring that the benefits of innovation extend beyond lab walls and into the homes and lives of our neighbors.
